I get the feeling that this is what happened with the man - he IS poor, decided against "insurance" just like many other people here who can't afford health insurance and hope nothing happens. I agree that problem is that there needs to be a "better way." I can understand why the firefighters didn't charge in heroically, but it's not right in the big picture.
According to the family, they'd paid in previous years but forgot this year after going away on holiday. Which they'd done a few years ago and had a chimney fire, which was put out and they sent the money in the next day.
In their case, it sounds like they could afford it (though of course there are going to be people who can't) but just forgot.
