The fire department couldn't prevent the first fire from happening. Given that it started, it was their job to prevent it from spreading to neighboring homes (homes that paid for that service). They did so. They didn't wait until the neighbors house was on fire and then put that out. They contained the fire in a manner they deemed rational, and no other properties caught fire. That seems like prevention to me.
