Well I don't know about Florida, but let me tell you what my mom is going through right now.

Well, insurance wise. She just had some foot surgery. She'll be out of work until November. She'll also get pay for 2/3 of her weekly average, like your mom. My mom works in a national drugstore chain. What they're doing for her is taking some of her vacation pay still owed to her and adding that every week to her 66%, which I didn't think was legal, but they assure her it is. Also, they'll add whatever sick pay she has (we get 5 days a year, and they roll over with us each year) and they'll do that until her paid time off runs out. At worse, with what she has accumulated, it'll be just a week or two for her without close to full salary. I don't know if this helps.
I do believe, if you mom tried to get pay from anything else, lawsuits could take place. I don't think her long term disability insurance company would be happy with her collecting from someone else and might be able to sue or make a huge stink. But, I'm not sure.

typically her health insurance will not cover work related incedents

Usually you have to have a supplemental insurance to cover that 33%
