Is it?
I thought so. It's the best-known foreign language everywhere except in Poland, Latvia and Lithuania (Russian), Slovakia (Czech) and the UK itself (French). So including all the other Eastern-European and Southern European countries. That's far more dominant than it was ten or twenty years ago, I would think. I didn't think it had gone that far. Of course, it's unclear how far behind French, German and Russian are.
Hmmm. I was not surprised. English has completely taken over. The only country I've been to where I couldn't rely on English was Bosnia, where everyone spoke French and Russian. But that was the older people. The kids spoke English.
Edit: I hate smiley codes that are perfectly normal combinations of signs.
As do I. Or even worse, smileys that occur when you type in something that's not even the actual code. As someone who sometimes puts things in quotes between brackets, I find it a total pain in the ass that " ) becomes ".
Actually, an apostrophe alone can do that. Evil stuff.

Self-study can be worth as much as formal classroom study, I suppose

They should have asked about second languages rather than foreign languages.
