Craziest thing, that quote is from South Park and it was the quote of the moment when I was reading this article here. My friends and I also talked about that quote today at lunch.
Meaning that the term fag doesn't apply to gay people now, it's kind of synonymous with a jerk or a prick. I don't know what that woman meant by it though, as that quote is just the opinion of the South Park writers as well as about half the people I know. I don't use that word but when someone does that I'm around, I can usually bet they aren't referring to a gay person in any way.
