anyone with GPS on their mobile can be tracked as long as they don't remove the SIM card and they are carrying it, obviously. Or with GPS in their car. Or boat. The chips the government agent sticks under your bumper just work better.

In significantly lowered battery life. And GPSes in cars/boats are generally only receivers, as transmitters would a) require another antenna and b) draw more battery and use more chips and hence be more expensive.
