For parking their car in the driveway? What about parking lots for apartment complexes? You should be able to park your vehicle without it being tampered with.

Having a garage is a benefit, which is why you generally pay more for it.
Also, I wouldn't define this as "tampering with" a vehicle if we accept that it's okay for the government to be doing it, which is why I think this is two separate issues.
