I don't even understand why that would be considered as an option. Generally, the only time one is able to annex a nation is if the citizens of that nation have voted to be annexed. Period. Anything other than that is occupation.
The only "annexations" that I can think of that meet these criteria are the annexation of East Germany by West Germany and the short-lived union of Senegal and Gambia.
However, the trend in recent decades has been the splitting of existing countries (Yugoslavia, Czechoslovakia, the Soviet Union, Georgia, Ethiopia, Indonesia, Somalia, potentially Iraq).
The drug violence would end immediately if we legalized drugs. It would also release a lot of non-violent people from jails everywhere, remove the stigma from people who have addiction problems and allow society to address drugs in a humane and civilized manner.
The immigration issue is one that should be handled in a way that gives people the opportunity to work in America. 5-year guest worker visas that do not force an individual or employer to pay social security or unemployment taxes provided the individual is working in a set range of low-pay types of jobs (washing dishes, picking fruit, slaughterhouse work, unskilled construction jobs, unskilled landscaping and outdoor maintenance) would effectively reduce the minimum wage for those types of jobs and allow employers to take advantage of the unskilled work legally. If an individual wanted to stay in the US after that point they would have to apply and wait. The visa could then be changed to a five-year work visa with no limitations (but this would mean FICA payments would have to be made) followed by permanent residency and the usual procedure for becoming a citizen after that.
