That just reaffirms my belief that there should be a market for a good agency that collects on legitimate debts, not simply thru harrasment, but by helping people that want to get back on track to work out a feasable payment scheduel and put things in order.
Not only will a credible agency acting reasonably and in good faith be able to do a better job of getting payment on legitimate debts, but it will also be able to help people redeem there credit without paying out of pocket for someone to help counsil them.

I've heard tales of such groups, but I've yet to encounter a single one. For whatever reason, they are rarer than hen's teeth - quite probably because they aren't terribly profitable.
But if there were such a group and they actually were ethical, I would whole heartedly support them. Heck I'd even consider working for them.
FYI, The fact that a group of people often break the law is not a good reason to simply outlaw that group of people. Just enforce the laws you already have.
Actually it's usually a good indicator that the laws you have aren't good enough in some way. If they are routinely flaunted than they are either not strong enough, not well enough enforced, don't carry a sufficient penalty or (much more rarely) not at all needed.
In this case I don't think that last applies. The other three certainly do.
