I used to always have 5 constant bars at home, now I get 3-4 max, sometimes 2, and it changes much more frequently. That said, it hasn't affected my ability to make/receive calls, and I'm not on the ATT network (which really shouldn't affect it, since it's a calculation flaw regardless, but who knows)
It shouldn't be anything to worry about. Their original method of calculating signal strength was very flawed. They had about a 40db range for signal strength to have 5 bars, and the 4 bars down to none was about a 20db range. I don't know why they chose the formula that they did originally, but the way it's appearing now should be a more accurate representation of your actual signal strength.
Now that I think about it, I think I'm wrong with those numbers. I think it's more like a 20-25db range for 5 bars, and a similar amount for all the other bars combined. Either way...a very weird way of calculating bars
