In rugby you are given a penalty try for a large infraction, but I think a penalty goal in soccer would lead to all forms of scandal.
It wouldn't be unfair if it was a case like this one - if the ref feels a player has intentionally handballed it on the line, give a penalty goal. The ref would just have to 1. be 100% sure the ball would have crossed the line without the handball and 2. that the player intended it.
But yeah, I think it would just lead to a new lot of hassles.
