On roads with narrow lanes if they ride near the shoulder a lot cars will pass them with only inches to spare at very high speeds. Some riders don't consider that practical so they "take the lane".
The world highway is a bit ambiguous. We have roads designated highways that really are not any different then the other roads around them. Calling it a highway has more to do with who owns the road then anything else. The farm to market roads he is talking about is simply a state funded road designed to interconnect areas. They tend to more along the line of major roads then highways but they can be very busy. The local government can get bikes banned from them if the want, Austin is proud of the fact that they are considered a top cycling city so they tend to not ban them.
