Health care professionals and students have been required to have insurance for a long time. I think even some colleges may have this requirement for students now.
Of course, being around and working with sick people, it makes loads of sense for them to have insurance, but a mandate is not something I like to see being used when all the incentives are already there.

Probably impossible to answer without seeing any contract you have to sign before you attend.
