Have you thought about finding a country that doesn't require in order for people to marry there (a) one of the parties to live there and (b) special permits for people subject to immigration control? There's bound to be one somewhere in Europe. You could take professional advice on whether or not already being married would help you to get a visa (there could be rules to help keep spouses together, but conversely a quickie wedding abroad could make them smell a rat). If so, go to your chosen country, get married in the town hall, and have a party in Norway later. You'd be apart for some of the time you were married, which would suck, but it's an improvement on the current situation (neither married nor together).
