Normally military rules/procedure/doctrine is determined by the executive branch working with the military. Congress passed a law codifying DADT in 1993, taking away the president and the military ability to craft their own policy.
This senate (and house) language would remove the 1993 law, as well as give complete control to the military leaders, with the understanding they get to make the rules and ... hopefully the military will scrap the ban on gays in the military.
So instead of congress doing direct action, they are just removing a hurdle and then passing the baton to the military just in case their is political fall out.
