I really don't know that Elenium was worse then the other so much as it was to much he same. All of his characters seemed a little two dimensional. Part could also be that I was freshman in high school when I read the first one and a soon to be divorced father of two starting my second tour in the Marines when I read the Elenium books. My taste had changed a bit in that time.
