Among the military strategists and tacticians, Mat and Rodel Ituralde (Niall too, I guess) from WoT, Robb Stark from aSoIaF, Coltaine from MBotF, and maybe Tavore.

If we look at strategy and tactics adopted to fulfill any goal... political or military, I'd say Verin Mathwin, cause she succeeded in her goals admirably, and never let one person suspect a thing.

Others like Kruppe, Littlefinger and Graendal may come close, but they never succeeded like she did, which makes her the best, IMO!
