As others have said, the actual inspiration for her was the British paparazzi.
Fox News' notoriety wasn't well-known in the UK at the time Rowling started writing HARRY POTTER and not until a few years ago, when some of the British cable and satellite networks started carrying it (possibly for comedy value) and British people started watching it in slack-jawed amazement at its total lack of objectivity.
