I would say that A Brave New World by Aldous Huxley and Animal Farm by George Orwell should be on the list. For small children, I would say they need to read Cordoroy and The Berenstain Bears. I also loved the Mandy series and the American Girl series when I was little.
What books (other than SF-F) do you consider "vital" reading?
