While the TV series came out first, the book isn't "based on" it.

Gaiman had the story in his head, but the TV guys kept making him cut bits out because they didn't have time to show them, or because their special effects budget was three and sixpence. He got more and more frustrated with this as production went on, so after the series was finished he wrote the book the way he wanted it. So while the book came second, it's the more authentic version of the story.
But I guess the comment about its episodic nature is fair enough.

—Nous disons en allemand : le guerre, le mort, le lune, alors que 'soleil' et 'amour' sont du sexe féminin : la soleil, la amour. La vie est neutre.
—La vie ? Neutre ? C'est très joli, et surtout très logique.

I'm rereading Neverwhere. It is NOT GOOD. How did I not realize this?

Some of the issues are because it's based on a TV series.

Oh, weird. For some reason I'd always thought the book came first. *NM*

Kings County is still Kings County. It has never not been Kings County since becoming so. *NM*
