Didn't say high fantasy, or epic fantasy, just fantasy.
For that matter McCaffrey's Pern novels are fantasy (until you get to the end of the series and discuver it is sci-fi) and there is minimal violence.
The global war is simply an often used plot device in fantasy, but it is not the only plot line allowed.
Bottom line: You can write Fantasy without massive violence.

One of the first scenes in Pern involves a guy picking a fight and stabbing another for no better reason than he was the badass hero who was never wrong, even when he blatantly contradicted himself. And even as a kid, I knew that dragons were, or should be, violence personified. The Pern dragons sucked so hard I stopped respecting my mother's views of books.
