Didn't say high fantasy, or epic fantasy, just fantasy.

For that matter McCaffrey's Pern novels are fantasy (until you get to the end of the series and discuver it is sci-fi) and there is minimal violence.

The global war is simply an often used plot device in fantasy, but it is not the only plot line allowed.

Bottom line: You can write Fantasy without massive violence.
