Didn't say high fantasy, or epic fantasy, just fantasy.
For that matter McCaffrey's Pern novels seem to be fantasy (until you get to the end of the series and discover it is sci-fi) and there is minimal violence in them.
The global war is simply an often used plot device in fantasy, but it is not the only plot line allowed.
Bottom line: You can write Fantasy without massive violence.

Pern sucked too. The dragons were just about the lamest things my 16 year old brain ever encountered
