GRRM said he reckons it will take 3 years from when he starts work on it in earnest (which is this month; the new sample chapter is actually left over from ADWD). Throw in editing time and you get into mid-late 2015. And of course it only takes a few problems and delays to push it back to 2016.
We know that he's already written at least five chapters, which, assuming no changes, may be in the bag for good. I could be off with the timeline, but we know that he wrote AFFC plus a solid chunk of what was meant to be ADWD in about three years (beginning post five-year gap experiment in early 2002 through mid 2005), so three years doesn't seem to be outside the realm of possibility.
Wert, what's your take on the impact of the HBO series on GRRM's pacing, if any? If (admittedly a big if) the show goes on indefinitely, it'll be up to AFFC/ADWD in 2015 and ready for TWOW material in 2016 or 2017.

I would not even start to expect it before late 2015 at the earliest.

Is he a very slow writer or is Sanderson very quick?

I have to imagine that the content from AFFC and ADWD will be combined.....
