Hm... Light and happy and charming.
Have you read Howl's Moving Castle by Diana Wynne Jones?
I'm reading a book now called All Men of Genius by Lev AC Rosen that fits that description. It's steampunk influenced by Twelfth Night and The Importance of Being Earnest. I haven't finished it yet, but I'm most of the way done and I very much doubt it will end badly.
I was completely charmed by The Native Star by M. K. Hobson. It came as a surprise to me since I never would have picked it up based on the description. I'm glad I kept hearing it was good so I ended up trying it since I loved it!
The Cloud Roads by Martha Wells was a light book that I enjoyed reading. It's somewhat black and white but a good story.
For short and fun books, I liked the first two books in the Heroes series by Moira J. Moore. The first book is Resenting the Hero (ignore the horrible cover). I still need to read book 3; it's on the TBR.

I've reached a reading block.

There is actually a book called that: Reader's Block. But it is not fun and simple.

Wilde, Pratchett or something similarly humourous and witty usually helps me at that point. *NM*
