There was an issue of DC comics, Batman I believe, where all the thugs and criminals in Gotham got together to unionize. They were doing this to protest their treatment at the hands of the super criminals like the joker.

While I remember the general story I cannot for the life of me figure out what issue/story arc this was in.

Can anyone help me? Would it help if I admit I'm a nerd?

I looked up Weird Trade Union on tvtropes because I knew that would have records of that sort of thing. Anyway, it says that in that issue the Black Canary and Huntress try to break up a henchmens' union, and that Birds of Prey is set in and around Gotham.
