To be fair, we don't know how strictly other countries ration their CO2.

The Thais obviously do: their city is several metres below sea level, with great big walls constantly groaning at holding back the weight of the ocean. But since we never get to go to countries that are further from the sea, we don't get to see how worried they are about it.
