Though I agree with you that she is a bad mother and not really a good wife, calling her Evil is overboard.
If you are going to rely on her behavior post "Red Wedding" to justify the evil claim, then I have to disagree again. I agree that her actions at that point are evil, but I don't consider that to be Catelyn. She clearly went insane shortly before her death and who knows what being dead for three days and then being raised from death will do to a person.
