Robert Jorden did us all a favour in one significant way... for long periods of time the main characters either lived in each other pokets... or do not see each other for months(books) on end. and his characters had a habit of disappearing even main characters for entire books.
In a linear production sense this is a logistical and casting nightmare BUT; if you work WITH Jorden instead of against him then things become a *lot* easier.
Say you do 10 episodes half series for the first book and make sure your cast are on retainer for the entire series IF you get picked up for the rest; this can be shot in a linear fashion as normal as most of the time with a few exceptions the main cast are together.
Then the hard part... you have to hold out for an "all or nothing" approach; if it falls through at least the EotW is the most "complete" out of all the books to stand alone.
... but if it suceeds you start shooting every book at once.
Obviously you will prioritise scenes for the coming episodes but there is no real reason why (for example) you can't do the whole chunk of say "the little tower" in one batch.. what is it in the books.. spread over three, four of them?
There are multiple plot lines following compltely different characters for extended periods of time. There is already a way the film industry deal with this - different "units" shooting with multiple directors on multiple locations at the same time.
The "minor" characters such as Morgase and Gil could easily go from start shooting Book 5 scenes in the second year and can pretty much shoot everything untill they meet up with perin and co completly seperately so there is no need to "hope they are avaiable for 10min in 4 years time" you shoot the scenes as and when you can fit them in.
I'm betting until the last 3 books the plot lines are so diverse that it would be much cheaper to run multiple units and shoot the books "out of order" than it woudl be to do it linearly... but it all requires being picked up for an "all or nothing" approach.

Season 2 - The Dragon Reborn / The Shadow Rising
Season 3 - Fires of Heaven / Lord of Chaos
Season 4 - Crown of Swords / The Path of Daggers
Season 5 - Winter's Heart / Crossroads of Twilight / The Gathering Storm
Season 6 - Towers of Midnight / A Memory of Light
Although to be brutally honest - Animation will most likely be the best way its just too darn big.
