Punctuation marks are only supposed to go inside quotation marks when an entire sentence or independent phrase is being quoted. When isolated words are put in quotation marks, the punctuation goes OUTSIDE the quotation marks.
So:
She said, "You are being pedantic."
I would not even use it there. The sentence starts outside the quotation.
