The Common Wealth is the universe where he writes a lot of his stories so it is hardly surprising he leaves things a little open ended. The story seemed resolved to me. The Prime was neutralized and the Common Wealth was going to survive even if would be different.
I am not sure what to tell you about the next series in the set. I didn't like the ending as well but in part that was because he tied it all up to much
