We got half of a book when he published A Feast for Crows. He gutted half of the plotlines and saved the rest for a second book that is now taking the name of what was supposed to be the last book in the series. The book that was originally going to be A Dance With Dragons is now one or more books with no title as of yet.
ADWD was never the title of the last book in the series. The last book was for a long time called The Winds of Winter (which is now Book 6) before he realised there was no way that was going to fit into one book so split it in two, with the final book in the series now having the working title A Dream of Spring.
The 'current' ADWD is also pretty much the same book the 'original' ADWD was supposed to be, which is why the name hasn't changed. It just has a few extra chapters inherited from the original, pre-split AFFC featuring the characters in the aftermath of ASoS before moving onto the next major plot point.
I'm sure Tor is bitching him out
What does Tor have to do with ASoIaF?
Now I understand why everyone has been bitching about a Dance of Dragons....
