I don't believe that Tigana is based on any specific events or people. It is inspired by aspects of 'Italian' history but not tied to anything specific. This is also why I feel that TIGANA is Kay's best work.

It might be part of the reason why I prefer it, too, but like I said to Rebekah, I think if I'm fair part of the reason is just that I read Tigana first, and at a younger and I suppose less critical age.
