It isn't that the plot is completely predictable but that the elements of the plot are nothing new or surprising. Weeks manages to weave an engaging and interesting story out of rather typical elements.
A handful of the characters are very central to the worth of the story, but it is rather difficult to discuss them without giving away some of the twists, both in character and in how they are used in the plot.
