The two "races" you refer to are the Tutsi and the Hutu, and if the setting is somewhat vague, it's probably because the conflict between the two groups is one that has torn large portions of Africa apart in bouts of genocide and civil war. There is no need to specify one country because many can relate to it as their own country.

I get that there was a lot in the book that I missed because I don't understand Africa. I'd be more interested in those things if the book had been more enjoyable as a story. (Which it wasn't)
I also find it mildly humorous that you actually use the term "smut" in your review. It implies that graphic sex is bad.
