I think that even if time travel is possible it'd be more like 12 Monkeys then Timecop. You can't change past because it already happened. Including the stuff you did when you were then. This is however rare in fiction. I think that my favourite are Connie Willis time travel stories about historians observing past - Doomsday Book, To Say Nothing of the Dog.
I liked Harry Harrison's A Rebel in Time but it implies a multiverse solution to the past-changing actions.
And "-All You Zombies-" is one of my favourite short stories ever. And I love all HHGTTG books and always found the double meaning of The Restaurant at the End of the Universe hilarious.
