I disagree. It is not "no good reason". We get one scene taken out of context. From what Lupin (I think? Or is it Sirius? Possibly both) says later, it seems like they were reacting negatively to the Dark Arts, which I think is justifiable. And Snape was not friendless and alone. He travelled with the older crowd of Slytherin no-goods. You cannot use that scene as a basis for judgement on Sirius' character as a whole.
I'm not using it as a basis for judgement of Sirius' character so much as a basis for why Snape is hostile to Sirius. Certainly I don't think that anyone who ever participated in bullying someone in high school has to be a bad person. But when the victim then acts cruelly in return later, it *is* quite relevant to bring it up.
But okay, not "for no good reason", then.
I think the reason why I find this particular moment of Snape cruelty worse is that he is kicking someone who is down, and there is no good that could possibly come of it. Sirius has not done anything wrong in being confined like he does, in fact he is following the orders of their commander. At least when Snape taunts the children you can almost read into it disappointment that they do not work harder, do better at his favourite subject. I know, I know. It is a flimsy reason, but I think it springs from my original hypothesis (when I read the books the first few times ... before book 7) that Snape's cruelty is not a sign of Evil, but a backhanded attempt at helping the good side. Keep in mind, this theory was formed before book 5, and was not really put aside until book 7. I had convinced myself that the reason why he lets Draco get away with nothing is because he has no interest in seeing him learn.
It's not so flimsy when you look at that excellent scene at the end of book six, actually, when Harry confronts Snape after Dumbledore's death. Quoting from memory here, Snape says something like "Blocked again and again, until you learn to cast your spells without opening your mouth" - he's furious, hurt, emotions all over the place, has just burned his bridges and gone off to play a very dangerous game with Voldemort, but still he takes time to impart a lesson while duelling with Harry.
It doesn't excuse his behaviour to his students, but lots of teachers in the real world are sometimes cruel in their classroom, too, just part of their teaching style. So I don't think your theory is entirely off.
But certainly, his needling Sirius isn't pretty - about comparable to his ridiculous and equally needless behaviour to Harry in late book four when Harry wanted to get Dumbledore to Crouch and Krum. Snape is many things, but not a kind or great-hearted man.
Secret Keeper thing? I don't remember this.
That was just my poor phrasing/remembering. I mean simply the relaying of the prophecy to Voldemort which leads to the Potters' hiding and having a Secret Keeper. Or whatever you call that person with the Fidelius charm thing.
