Now, I haven't read Tad Williams, so feel free to ignore, but if you're looking in the techno genre, I'll recommend Cryptonomicon by Neal Stephenson and Pattern Recognition by William Gibson. They're great.
and actually I prefer his books to anything by Williams, though I enjoyed Otherland a very great deal too (not a fan of his fantasy, though. I tried three of them and finished none).
I don't know about the recommendation, though. Stephenson is a really different and rather more demanding writer than Tad Williams (who is more a Robert Jordan than a Steven Erikson, so to speak). Williams's SF is very close to Fantasy, and a fairly easy read. I guess Cryptonomicon appeals to some of those who enjoyed Otherland, and not at all to others.
Personally, I'd recommend Greg Bear's Eon and the sequels, or Simmons's Hyperion, both of which have something in common with the tone/style/themes of Otherland.
Again, I loved both Otherland and Stephenson's novels, personally, but I guess I also like SF more than the OP.
