Dell or Alienware. Dell is obviously the big name and I have personal experience with them. Alienware I have heard good things about but no personal experience. If you want a general purpose laptop that is going to be good with anything go for Dell. If you want one specifically optimised for gaming then Alienware may be your best option (primarily because you can change the graphics chip on them I believe). I know you are into games so Alienware may be worth considering. Having said that a Dell is more than adequate for running games too, the Alienware may be more future proof.

On the options I would go for the 64Mb Graphics Card (you really need to get the best you can with laptops), the DVD and CD-RW option (or the DVD burner if you are feeling really flush ), 512Mb RAM, and then the best processor screen combo you have with the money left though try and get a processor with Hyperthreading (HT). Bear in mind you can mess around with all the other options to optimise your setup.
Looking at the Alienware site their laptops are slightly more (http://www.alienware.com) than your budget (at least the gaming systems), but I still recommend you check them out.
In short though if you go with Dell you can't really go wrong.
As you want a laptop custom building from somewhere like New Egg really isn't an option. I don't think its possible for a start, and even if it was I wouldn't recommend it.
