I thought about trying the equation with the C1V1 = C2V2. Would that make sense?
...Yes. This equation should work.

Solution1 where: C1=20%, V1=unknown
Solution2 where: C2=5%, V2=1000ml
(V1 is how much of the original stock you need.)

20% * V1 = 5% * 1000ml
V1= 250 ml


So you need 250ml of the original solution. Now all you need to do is add 750ml of distilled water to get your total volume of 1000ml and concentration of 5%.
