More diplomacy, less moves such as arresting Sadr's aide (why did they do that?), more transparency and urgency in the handover of power and institutions to Iraqis. An increased international approach. Plus (although I don't know how this is viewed by Iraqis) - not treating Iraqi reconstrcution like "spoils of war". Edit: To name a few off-hand.
I think they're really all part and parcel of the exact same thing. The coincidence is too great to believe otherwise.
Not really. There may have been coordination but this offensive strategy was on American terms in the sense that they moved in on Fallujah and Sadr as a two-pronged initiative.
