The IRS sounds like Centrelink (Australia's government welfare organisation). They make the forms so difficult to fill up that people will give up and go away. That's how they attempt to minimise the number of people they give money to. Also, I think that if they don't want to do any work, they just throw out half of the forms they have received.
Centerlink sounds exactly like the DSS (Department of Social Security) back home .
