Not really. The commission is designed to investigate what was within the control of their own govt. and how effective it was in dealing with each situation. Historical context is important (for example, JFK's policy during the Missile Crisis - this would probably be viewed as a success) adn hard to ignore.
All this could be tied in with American policy towards Castro between '59-'61. Did it force Cuba to run to the USSR for help?
