We use a modified OS. Modified to suit the security requirements.
Up there in Tools/Internet Options/Connections/Lan Settings. Desktop users on our system just see light grey writing in all those little boxes. As a lap-top user, I cannot dial-up via the proxy server nanny, I have to be allowed to bypass it. As I can bypass it, I do. All the time, not just on dial-up.
