But yes, he is appeasing the West and I agree about doubts about his statements about improving human rights. However, I think isolating Libya has served its purpose and weren't these the main events that got Libya isolated in the first place?
Yes it was before the Iraq invasion etc. But I seem to remember he was being threatened with military at the time (I could be wrong here). The West seems to be going to fast in welcoming him in when compared with what he has given - he hasn't even ruled out terrorism n the future and yet he has been welcomed with open arms by the EU.
