You might examine the draining of the southern marshes and the persecution of the Marsh Arabs. The refugees are returning and their marshes are being refilled. (This is going to be a slow process, unfortunately. Saddam told Turkey and Syria to take as much of the water of the Euphrates as they liked, and it's going to be tough to get them to relinquish their claim to it.)

I wouldn't argue that the Marsh Arabs were "Saddam's own people", however.
