It's hard to believe that is what he is talking about, since there are not convention-type meetings that go with a primary election, unless one is holding a caucus, which Texas does not do.

then again at the site it does make mention of this....

Resolved, that Republican Precinct Conventions in Harris County, Texas:

1) Shall be called to order at 7:30 p.m. or immediately after the last voter has voted, whichever is the latter, on Tuesday, March 9, 20041; and

maybe there was a meeting of some sort. It's confusing as he hasn't exactly put up a source.
