The report is based on what the different sides said, what independent journalists found, and what orgazations such as Amnesty international found in the Palestinian hospitals. Amnesty says that 54 were killed. Amnesty was on the scene (see my first link) and did their own investigation.
According to hospital lists reviewed by Amnesty International there were 54 Palestinian deaths between 3 and 17 April 2002 in both Jenin refugee camp and Jenin city as a result of the incursion and subsequent fighting. This figure includes seven women, four children and six men over the age of 55.
No it isn't. The operation was finished. What is odd is that Monbiot attributes Bush's end to calls for Israeli tanks to withdraw from Jenin to Christian Fundie pressure rather than to the withdrawal of tanks from Jenin.
