2 of the examples were, and feel free to correct me if I'm wrong (I'm sure you do), the ex-Soviet states were keen both to be rid of nuclear weapons that there was no denying that they had and money from the West - which I'm sure they got.
South Africa was desperate to re-enter the international community and play with it's friends again, and it was a well known fact that they had nuclear weapons.
Iraq fits none of these situations so it makes a comparison hard to do
