It is like...I'm not sure what it is like, my mind keeps trying to create a metaphor using an adult and a child. It's like saying a child can't have sweets, and then eating a candy bar right in front of their face.

a more accurate simile for iraq having these weapons would be to compare it to giving a bank-robber a gun and the keys to the bank, then asking that he not rob the place.
